Center for High Technology Research (PICHTR), performing project tasks on land
controlled by U.S. Army Garrison Hawai‘i (USAG- HI), located on the Island of
Oahu, Hawai‘i. Continuation of employment is dependent upon program/operational
needs, satisfactory work performance, availability of funds, and compliance
with applicable Federal/State laws. 

MONTHLY SALARY RANGE: 
$4,553-$6,000/Mon. 

DUTIES: 

  • Directs, supervises, and assigns work to PICHTR CRM Oahu staff and implements actions necessary for compliance with Federal, State, and Army laws and regulations governing possible effects of Army actions on historic/cultural resources, which includes archival research, document preparation, and performing limited architecture and archeology surveys and excavations necessary to support consultations.
  • Duties include but not limited to supervision of work, personnel functions (hiring, promotions, and terminations) managing safety of direct reports. Ensures day-to-day support in implementing the Oahu Cultural Resources Program Scope of Work (SOW).
  • Integrates the Cultural Resource Program with the Army Archaeologists and staff.
  • Ensures all fieldwork, including accompanying cultural accesses, monitoring, pedestrian survey, data collection and input, and coordination of assigned tasks/projects.
  • Responsible for project deliverables and meeting the objectives of the SOW.
  • Reviews installation development plans, proposed undertakings, and troop training/maneuver plans.
  • Responsible for staff safety and compliance with all safety Standard Operating Procedures (SOPs), including but not limited to Unexploded Ordnance (UXO).
  • Work assignments may include driving project 4-wheel drive vehicles (e.g., to properties to supervise evaluations of historic buildings to determine potential eligibility for listing on State and National Registers of Historic Places), field work involving hiking up to ten (10) miles per day carrying supplies/equipment up to forty (40) pounds over uneven terrain, and/or work in environments requiring the use of Personal Protective Equipment (PPE).
  • Participates in public outreach activities as requested. 

PRIMARY QUALIFICATIONS:

EDUCATION/TRAINING: 

  • Master’s Degree from an accredited college or university in Anthropology, Archeology, Architectural History, Historic Preservation, or Cultural Resource Management.
  • (Bachelor’s Degree from an accredited four (4) year college or university in Anthropology, Archeology, Architectural History or a related field such as Historic Preservation, or Cultural Resource Management, and at least three (3) years of field or project supervision, or management experience may substitute for a Master’s Degree). 

EXPERIENCE: 

  • Three to five (3-5) years of experience in field and program/project supervision or management in Archeology, Architectural History, Historic Preservation, or Cultural Resource Management.
  • Architectural Historian experience may include three to five (3-5) years of experience conducting surveys necessary to support Section 106 consultation and mitigation measures, and formal evaluations of historic buildings to determine eligibility for State and National Registers of Historic Places, performance of archival research, preparation of documents and technical reports on historic buildings.
  • Archeology experience may include three to five (3-5) performing archaeological fieldwork, drafting archaeological plans, writing results of field or lab procedures, lab analysis, and data collection and input.
  • Experience may be three to five (3-5) years of experience as a Field Supervisor in an Archaeological project, which include pedestrian survey, mapping, minor excavation, testing and project report write-up. 

ABIL/KNOW/SKILLS: 

  • Proficient knowledge and understanding of Section 106 of the National Historic Preservation Act of 1966, as amended, and related laws and regulations.
  • Knowledge of cultural history, preferably of Hawaiian or Pacific Islands.
  • Knowledge of management principles including, but not limited to, supervising/developing employees, Equal Employment Opportunity (EEO), workplace safety, corrective/disciplinary actions, and administration of policies and procedures.
  • Ability to establish work standards/expectations and clear direction to meet goals and objectives of ongoing work for direct reports.
  • Ability to provide guidance, motivate, and engage direct reports through effective communication and leadership.

  • Additional software knowledge includes familiarity with ArcView Geographic Information System (GIS) software or similar.
  • Must possess a valid driver’s license (and if use of personal vehicle on the job is required, must also have valid personal driver’s insurance equivalent to Hawai‘i’s No-Fault Driver’s Insurance) and maintain throughout the duration of employment.
  • Must be able to drive a 4-wheel drive vehicle with automatic transmission.
  • Post Offer/Employment Conditions: Must be able to pass a Department of Defense (DoD) security check for employment as an Army contractor. Applicants selected will be subject to a Government security investigation and must meet eligibility requirements for access to unclassified, but sensitive information. Must possess the American Red Cross Certification in First Aid/CPR (or be able to obtain the certificate following the training provided within three (3) months from date of hire) and maintain throughout duration of employment. Must complete UXO training within six (6) months from date of hire as job duties will require work in UXO areas. Must complete online forty (40) hour Hazardous Waste Operations and Emergency Response (HAZWOPER) training within two (2) weeks from date of hire or may be subject to termination. Must complete the online Hazard Communication training immediately after hire or no later than employee’s initial exposure to hazardous chemicals. 

PHYSICAL/MEDICAL REQUIREMENTS: 

  • Able and willing to possibly work under strenuous and extreme outdoor conditions.
  • Ability to hike up to ten (10) miles per day with backpack weighing up to forty (40) pounds.

SECONDARY QUALIFICATIONS: 

  • Three to five (3-5) years of experience in identifying, documenting, evaluating, monitoring, or managing cultural resources.
  • One to three (1-3) years of experience with project management to include budget development and management, personnel management and grooming, contract project oversight and management, as well as familiarity with curation, archival records management, archival research, GIS, and outreach.
  • Knowledge of the Historic American Buildings Survey (HABS)/Historic American Engineering Record (HAER) documentation standards and guidelines.
  • Specialized knowledge of the Secretary of Interior’s Standards and Guidelines for Preservation, Rehabilitation, Restoration, and Reconstruction.
  • Education and experience in the cultural, archaeological and architectural setting specific to Army lands on Oahu or Hawai‘i islands.
  • Experience in Hawai‘i or Pacific Islands archaeology.
  • Knowledge of DoD cultural resources in general and the policy, organizational, and operational contexts within which they are managed.
  • Skill as a catalyst and motivator to elicit cooperation and compliance actions from diverse individuals and groups.
  • Knowledge of local, Federal, and State lands use and environmental laws.
  • Demonstrated ability and willingness to make frequent, effective oral and written presentations.
  • Familiarity with integrative techniques used to inventory, assess, and display cultural resource assets, environmental impacts, and their interrelationships.
  • Experience coordinating a variety of cultural resources program tasks, particularly in a governmental agency setting.

Job Summary

Garcia and Associates (GANDA) is seeking a Project Director to support projects in the Pacific Region. The individual will assist in project management, fieldwork, directing and mentoring other staff, and business development. Position Description
At CSH, an archaeologist is expected to be a “jack of all trades.” Regarding fieldwork: under the direction of a project supervisor, you will perform standard archaeological field investigations, including 100 percent pedestrian surveys, archaeological feature identification, mapping, and recording, shovel test excavations, controlled test excavations (test pits), areal excavations, and backhoe testing programs. You will need to work independently as an archaeological monitor on various development projects. You should be comfortable and safety-conscious around heavy machinery. You will be expected to provide detailed records of your work on the appropriate survey, site recording, excavation, and monitoring forms. The excavation of human skeletal remains will likely be part of your duties. Fieldwork often involves strenuous physical labor, from hiking over rough terrain and/or through dense vegetation, to vegetation clearance with a machete, to pick and shovel excavations. Travel to the neighbor islands is often required for fieldwork. Generally, while you are on the neighbor islands, CSH pays your room and board; living arrangements are typically communal in rented houses or condominiums with kitchen facilities.

Regarding office work: with appropriate supervision you will be expected to write up the results of fieldwork. This will include historic property descriptions, stratigraphic profile descriptions, and assessments of historic property significance. You are expected to become increasingly familiar with the Hawai‘i State and federal historic preservation regulations CSH’s compliance documents are designed to fulfill. Report writing will also involve preparing historical and environmental background sections and previous archaeological work summaries. Besides report writing, office work will also include inputting information into the CSH Access database, digital drafting, various forms of laboratory work, and GIS work.

Requirements
An undergraduate degree in Anthropology/Archaeology is preferred, but candidates with demonstrated experience working in cultural resource management archaeology may be considered. You must have a valid driver’s license. You will need your own transportation to get to various job sites. CSH is looking for a full-time employee, averaging 40 hours per week. Previous experience in Hawaiian archaeology is greatly preferred.
